This initiative brings together the cooperative rights of NOVEC members, Loudoun County's earlier electricity research, and participation options for Dominion customers—giving residents one clear place to understand the choices and take part.

Exercise cooperative rights

Prepare members for the September 16, 2026 annual meeting, collect public questions, understand governance rules, and begin the 2027 organizing cycle.

Show what was studied

Obtain and publish the contract, reports, legal analysis, correspondence, costs, and final disposition of Loudoun's Community Choice Aggregation feasibility work.

Dominion customers

Build a separate participation route

Provide accurate shared-solar information and show residents how to follow and participate in relevant State Corporation Commission proceedings.

  1. Verified that Loudoun residents are divided between Dominion Energy Virginia and NOVEC.
  2. Separated NOVEC governance, the county aggregation record, and Dominion participation into three accurate lanes.
  3. Sent the first organizational outreach and documented two rejected committee addresses.
  4. Routed corrected NAACP outreach through the branch's official general contact.
  5. Sent the county public-records request for the complete aggregation feasibility-work record.
  6. Opened participation for residents, organizations, researchers, media, and local conveners.
